support a dictionary ip to list of sockets - connected currently

define 2 limits : max of concurrent connections, max of open connections per IP

each time someone connects : if it's more the MAX_OF_CONNECTIONS - disconnect it.

if it's less than total allowed connections but the limit per ip has been reached - disconnect all of this client's connections and mark in database as ddos_status TRUE. From now on this client is to be denied access forever
